Sheepsfoot slicer made by Thiers Issard in the 1970s. This unusual shape is the original design, I have found numerous ones in the size and shape not certain what the intended use was.
Blade has some scattered scratches but is still in good shape and hasn't been sharpened in much, comes with a fresh edge.
