Marked Harris & Sons OR IA, which leads no where with reference materials we have available but from the hand forged blade, slightly narrow handle with large brass rivets suggest 1920s or 30s manufacture. 

At 21.7 oz it is slightly light for a lambsplitter which is used like a cleaver, but it clearly still has cutting power and will handle joints and small bones just fine.
